Permanent lip color - what works best on dark skin?

I am a 23 years old Asian with naturally hyperpigmented full lips(dark brown to be more precise). I have no history of skin diseases and would like to know if there is any tatooing/laser procedure which can give me a lighter more natural colour?

Cosmetic tattooing can only make your lips darker

There is no tattooing method or color that will give a pleasing look for you if you are desiring a lighter color than your natural color. Light skin can be tattooed darker but dark skin cannot be tattooed lighter. Someone might try to convince you they can, trust me please, it cannot be done. People put white in lip colors on dark skin and the result looks like chalk. Don't do it; it's not in your best interest.
