After a mommy makeover, it takes time for the implants tosettle (if you got implants) and it takes time for the swelling to resolve. This can take up to 6 months so I don't usually recommend any revisionsfor that time. As long as the scar has completely healed and is no longer inflammatory, you should have no problems with having a tattoo placed on top of it. Since you have waited for a year after surgery, I would suspect that you will have no problems.
If you are one year after your procedure and your scar is well-healed, then there should be no problem in getting a tattoo over the area. If you are getting the tattoo to cover the scar, you may want to consult with your surgeon to see if any scar revision may be possible that will improve it. Good luck.
